A rested inbox that is still attached to a live campaign is not resting. The detach is the part that gets forgotten, and it makes the whole exercise pointless.
The forgotten half is reactivation
Resting inboxes is the part teams do. Bringing them back is the part they forget, and a fleet where a third of the inboxes are resting indefinitely is a fleet that has lost a third of its capacity for no reason.
So recovery is swept on a cadence rather than depending on anyone remembering. An inbox that has rested long enough and whose health has genuinely recovered comes back and reattaches to what it was covering.
Coverage, not just count
Reattaching a recovered inbox to whichever campaign has capacity is how segment coverage drifts. It goes back to the campaign it left, so the sender mix on each campaign stays what it was designed to be.
A record you can read later
Every rest and reactivation is written down with its date and reason. When a campaign's numbers move, being able to see that four of its senders were swapped that week is frequently the entire explanation.
