For a new client or a new market, the first three deliverables always depend on each other. Chaining them means the copy is written against the playbook that was just built, not one from memory.
Playbook first, then targeting derived from that playbook, then copy written against both. The order is the whole point. Run them separately, days apart, and the copy ends up referencing offers and proof from somebody's memory rather than from the document that was just built.
This is what we run at the start of a new engagement, and what we rerun when a client enters a new market. It gives a kickoff meeting something concrete to react to instead of a discussion about direction.
Point it at one market and it goes deep there. Leave it open and it ranks the verticals for you based on the evidence it finds, which is usually the more useful answer early on.
