The difference between a broad campaign and an account based one is a volume decision, not a taste decision, and teams routinely pick the wrong one and then work very hard inside it.
Account based outreach costs perhaps an order of magnitude more effort per contact than a broad campaign. That is worth it when deals are large and the addressable set is small, and it is a straightforward waste when deals are mid-sized and the market has thousands of viable accounts in it.
Both facts are usually known. They just do not get put next to each other at the moment the path is chosen, which is why the choice so often comes down to which approach someone read about most recently.
Routing someone into list building when no foundation exists, or into a launch when capacity has never been calculated, produces work that fails for reasons that then get blamed on the channel. The prerequisites are checked first and named plainly when they are missing.
Per campaign, at the start. After it routes you, the phase skills carry the work and this one is not in the loop. It exists to stop the first decision being made by accident.
